DENPASAR – The digital transformation of government requires cooperation from all parties through strengthening the penta-helix. Minister of State Apparatus Utilization and Bureaucratic Reform (PANRB) Abdullah Azwar Anas views that the success of digital government is not only supported by the government. The Foundation for Peaceful Indonesia Efforts or United in Diversity (UID) Bali is one of the non-governmental organizations that has been engaged to accelerate government digitalization.

"Today we are collaborating with the Yayasan Upaya Indonesia Damai or also known as United In Diversity (UID), which is the government's strategic partner in accelerating bureaucratic reform with impactful and integrated digitalization," said Anas at the signing of the Memorandum of Understanding and Cooperation Agreement with UID, in UID Bali Campus, Kura Kura Bali. Denpasar, on Friday (17/11).

Anas explained that there are three actual things that UID can immediately follow up on to support the implementation of digital government. First, as an external assessor in implementing SPBE evaluations and becoming UID as a centre of excellence in supporting the development of digital government implementation in the regions.

Second, strategic support in the realization of 9 Priority SPBE Services, as an effort to accelerate digital transformation and integration of national digital services in the Presidential Decree, which will soon be stipulated by the President. "And as part of the National SPBE PMO in the secretariat of the National SPBE Coordination Team, so that it combines steps in the national orchestration," said Anas.

The signing of a memorandum of understanding between the Ministry of PANRB and UID is a joint effort to utilize the capacity and resources of each party. The scope of cooperation carried out between the Ministry of PANRB and UID covers nine areas, namely supervision; accountability for apparatus performance; development of human resources apparatus; public service; institutional governance; SPBE; education; and research.

"We hope that this initial stage of cooperation with UID will produce innovation and collaborative efforts in strengthening the SPBE implementation capabilities of Central Agencies and Regional Governments, as well as the digitalization capacity of ASN," he added.

Anas revealed that previously, the PANRB Ministry had invited digital practitioners and experts, who received a positive response to strengthen the role the government was pursuing within the Electronic-Based Government System (SPBE) framework. The PANRB Ministry has also collaborated with 30 universities throughout Indonesia to strengthen the implementation of SPBE.

Tantowi Yahya, President of UID, said that this is a long process that will be carried out in a distributed, modular and integrative manner using an ecosystem approach. Therefore, the approach to strengthening SPBE in each region will be different according to the situation and special needs of each region.

This approach is focused on ensuring interoperability between systems, developing integrated internal and external service portals, as well as providing transparent and trustworthy data and information services.

"UID is committed to supporting the Indonesian government in achieving the goals of bureaucratic reform and SPBE development. We believe that this partnership will have a large positive impact on public services and sustainable development," said Tantowi Yahya.

This memorandum of understanding creates the basis for both parties to work together effectively and will hopefully open the door to further collaboration. "We will implement this immediately after signing. This is to create a government that is efficient, open, and responsive to the needs of the community," concluded Tantowi
