Building the Digital Soul of the Nation: Ensuring Productive, Wise, and Competitive AI for Indonesia

Humanity stands at one of the most consequential crossroads in its history. Artificial Intelligence (AI) is no longer just a technology leap—it is a transformative force reshaping economic systems, social structures, and the very fabric of global civilization. AI holds the promise of accelerating sustainable development, expanding shared prosperity, and even offering solutions to the climate crisis that plagues our planet.
Yet, beneath this optimism lies a real and growing anxiety, one echoed by Pope Leo in the Encyclical Magnifica Humanitas regarding technology’s impact on humanity: the AI divide. Without deliberate intervention, the benefits of this digital revolution threaten to concentrate in the hands of a few producing nations and global corporate giants, while developing countries risk being relegated to passive consumer markets.
For Indonesia, bridging this AI divide is not merely a technological choice—it is a moral, social, and economic imperative. It is a call to ensure that the future of technology is firmly rooted in a collective consciousness dedicated to humanity and the preservation of the earth. Guided by the noble philosophy of Tri Hita Karana; the Three Harmonies that align human relationships with God, with one another, and with nature; we must steer the adoption of AI in our homeland to be productive, wise, and competitive on the global stage.
Navigating the Three Pillars: Productive, Wise, and Competitive
To successfully navigate this disruption, the government, legislators, industry players, and civil society must move in unison within a unified ecosystem consciousness. We cannot walk alone. Three strategic mandates demand our collective action:
1. Productive Adoption: Multiplying Human Capacity
Productive AI adoption must not be interpreted as the replacement of humans by machines (substitution), but rather as the empowerment and amplification of human capabilities (augmentation). The government and industry must facilitate workforce transformation so that our people can collaborate with AI as a productive assistant—not compete against it.
In the education sector, AI should be directed toward creating adaptive, inclusive learning systems that reach even the most remote corners of the archipelago. In the realm of MSMEs (Micro, Small, and Medium Enterprises)-the heartbeat of our economic resilience—AI can serve as a tool for operational automation and market analysis, enabling local products to compete on the international stage. AI-driven productivity must breed efficiency that brings prosperity, not disruption that marginalizes.
2. Wise Adoption: The Ethical and Spiritual Soul of Technology
Technology without a moral compass will breed inequality and exploitation. This is where Indonesia possesses a distinct cultural advantage. We are rich in social capital and ethical consensus, as reflected in declarations like the Istiqlal Declaration, which emphasizes human harmony and interfaith cooperation. The wise adoption of AI demands that legislators and the government promptly formulate regulations that are both adaptive and protective.
We need legal certainty that guarantees personal data protection, algorithmic transparency to prevent bias, and robust risk governance to curb the spread of disinformation. Furthermore, wise AI adoption means ensuring that autonomous systems remain strictly under human ethical control (human-in-the-loop). AI may handle repetitive procedural tasks, but strategic decisions, empathy, and moral judgement must remain the absolute domain of humans.
3. Building National Competitiveness Through AI Business
Indonesia must not remain a spectator or a mere provider of raw data for foreign AI models that are commercialized back into our country. We must build national competitiveness by asserting sovereignty over the three main pillars: Data, Algorithms, and Computing.
- Hyper-Local Data Sovereignty: The greatest asset of this century is data. Indonesia must secure and process local datasets—from the diversity of regional languages and tropical health data to archipelagic logistics patterns. By possessing clean and protected datasets, we can build AI models that best understand the Indonesian reality.
- Algorithmic Capacity and Domestic Talent: Educational and research institutions must be empowered to produce data scientists and mathematicians capable of creating original algorithms, rather than simply relying on off-the-shelf libraries from abroad. The government should provide tax incentives and regulatory ease for a local startup focusing on social-preneurship and AI-based deep tech.
- Green Computing Infrastructure: AI computing demands immense electrical power and risks exacerbating global carbon emissions. Indonesia has a golden opportunity to position itself as a global green computing hub by leveraging our abundant renewable energy resources—such as geothermal and hydro—to power the data centers of the future. This is a future business model that is both profitable and preserves the planet.
A Joint Agenda for Stakeholders (Tri-Sector)
To realize this ideal AI ecosystem, a clear division of roles and a concrete working agenda from each party is essential:
- Agenda for Government and Legislators: Formulating an agile regulatory architecture that keeps pace with innovation without stifling it, while remaining steadfast in protecting national digital sovereignty. The state also holds a crucial mandate to fund and build a national computing cloud infrastructure that can be equitably accessed by universities, researchers, and local startups.
- Agenda for Industry Players and Business: Integrating the principles of sustainability and ethics into their technological business models. Industry players must commit to upskilling the local workforce, investing in eco-friendly data centers, and actively collaborating with domestic researchers to build AI solutions that address the real problems of society.
- Agenda for Academics, Civil Society, and the Younger Generation: Safeguarding public digital literacy so citizens do not fall into the trap of becoming passive users vulnerable to data manipulation. Youth and academics are tasked with being critical testers of algorithmic bias and as the driving force behind social prototyping that leverages AI to preserve the environment and empower grassroots communities.
Conclusion
Facing the digital future is no longer about our readiness to accept technology but about how we infuse it with our identity. Through consensus and an integrated agenda among these parties, Indonesia has a tremendous opportunity to prove to the world that cutting-edge technological advancements can walk hand in hand with the values of spirituality, humanity, and nature preservation.
Let us synergize in weaving the nation’s competitiveness for true shared prosperity for humanity and the earth.
