The Tri Hita Karana G20 Bali Global Blended Finance Alliance Dialogue culminated in the launch of a Global Sovereign Compute Investment Platform, setting a new agenda for equitable and Sustainable AI ahead of COP30 and the 2026 World Economic Forum.

Kura Kura Bali SEZ, Indonesia – 23 October 2025 – The world’s focus was on Bali as the Tri Hita Karana (THK) G20 Bali Global Blended Finance Alliance (GBFA) Dialogue successfully concluded. The high-level dialogue comprehensively addressed one of the most pressing challenges of the digital age: ensuring that the transformative power of Artificial Intelligence (AI) serves all nations equitably and sustainably.

Hosted jointly by the Tri Hita Karana Forum and the G20 Bali Global Bali Blended Finance Alliance, with the United Nations Development Programme (UNDP) as a knowledge partner, the dialogue—themed “Center of Future Knowledge: Sustainable AI for Our Common Future”—took place at the United In Diversity (UID) Bali Campus, Kura Kura Bali SEZ. The dialogue served as a critical precursor to COP30 and the 2026 World Economic Forum in Davos.

The dialogue focused on the urgent need for “Sustainable AI”—AI systems that reflect national cultural values, priorities, and data. Its core mission was to bridge the growing digital divide by ensuring emerging economies are not left behind, while also guaranteeing that the infrastructure powering AI is sustainable and climate-resilient.

Key Achievements and Indonesian Leadership

The event was marked by several key announcements set to shape the international AI governance and investment landscape.

Ambassador Tantowi Yahya, President of United In Diversity (UID) Foundation and Co-Organizer of the Tri Hita Karana Forum, framed the day’s urgency: “Our mission is to align finance and innovation so that the digital infrastructure of the future is sustainable and empowers nations to build AI rooted in their own values and data. The world looks to us not for promises, but for real, practical solutions.”

Answering this call, the dialogue culminated in the landmark launch of the Global Sovereign Compute Investment Platform, a blended finance vehicle designed to pool capital for AI-ready infrastructure in the Global South. Additional key outcomes included the launch of the MIIM Entrepreneurship Fund and a regional AI hub for health and climate resilience.

Sara Ferrer Olivella, Indonesia Resident Representative for the United Nations Development Programme (UNDP), highlighted the direct human impact. “The true value of AI lies in expanding opportunities in income, education, and health,” she said. “From empowering small businesses to personalizing learning and enhancing diagnostics, these innovations are practical tools that accelerate Indonesia’s progress toward its development targets.”

Indonesia: A Regional Leader in AI Readiness

The dialogue underscored Indonesia’s accelerating leadership. In a significant announcement, H.E. Nezar Patria, Vice Minister of Communication and Digital Affairs, revealed the nation’s rapid progress.

“Indonesia has become the first Southeast Asian nation to complete its AI Readiness Assessment Report with UNESCO, doing so in a remarkable four months,” stated Vice Minister Patria. “This accomplishment highlights Indonesia’s commitment and positions it as a potential regional leader for sharing best practices. It directly supports our Nation AI Roadmap vision: to establish an ethical and responsible artificial intelligence ecosystem that enhances global competitiveness, in pursuit of the 2045 Golden Indonesia vision.”

H.E. Purbaya Yudhi Sadewa, Minister of Finance of Indonesia, set a strategic tone in his keynote on “Global Collaboration for Sovereign Compute Infrastructure.” “We need to navigate complexity consciously, not operate on autopilot. It is important to design ethical regulations so that technology and humanity advance together with wisdom and responsibility,” he stated.

This human-centric approach was reinforced by H.E. Stella Christie, Vice Minister of Higher Education, Science and Technology, Indonesia, during a fireside chat on empowering nations. “AI cannot replace humans. We must train people in skills AI cannot replace and collaborate through knowledge-sharing so no one is left behind,” she affirmed.

Concrete Outcomes from Intensive Working Sessions

The Dialogue featured intensive working sessions, including an Impact Lab that led to a formal agreement to establish the Global Sovereign Compute Investment Platform with a blended capital structure. Another Impact Lab, focusing on the Health and Climate Resilience Commons, resulted in a plan to launch a regional AI hub dedicated to health and climate resilience through innovative financing. The final lab produced a roadmap for an AI Growth Platform to provide compute credits, venture capital, and enabling policies for regional innovators.

Throughout the day, a series of focused panel discussions and impact labs drove the conversation forward. A fireside chat on “Empowering Nations with Ecosystem-Led Inclusive AI Innovation” explored practical collaborations between policymakers and technology leaders. Concurrently, panel sessions delved into “Financing a Sustainable Sovereign Compute” and “Sustainable Compute in Developing Countries: Early Innovation and Pathways to Scale.”

The collaborative spirit of the event was embodied in three parallel Impact Labs, where participants worked to map capital flows for sustainable compute design, the health and climate resilience commons, and create a roadmap for nurturing AI talent and entrepreneurs in emerging markets.
